There is a minting phenomenon called dropped letters (see for example, here: http://www.error-ref.com/struck-thr...ed_filling/), but this looks more top me like a bit of damage and Pareidolia.

Looks like damage or staining, I don't believe any coins were made in 1963 with an S mintmark.

Just coincidental combination of circulation damage and perhaps some staining.

Not in 1963. 1968 was the return of the 'S'. The mint mark was previously last used in 1955 before the mint closed down. (re-opened 10 years later striking 1965 cents with no mint mark) In 1968 there were 'S' mint marks on business strike coins and Proof coins.
