State-Quarter-With-Flatter-Washington?

This is a 2017 Ellis Island quarter. The Washington on the face feels/appears to be much shallower than normal, with much less definition in the details of his hair and jaw. Is this an error? Thanks in advance

Please post an image of the reverse. That may give hints to a possible cause.

looks like the highest points of the face had received a wear pattern on that area? If so, then it is PSD. It there is no slide marks on that area. If might be some grease on those areas deep into the die, preventing the strike to appear on the head, leaving it flat looking.
