I didn't realize coins could be slabbed in reverse orientation. Is this something one would request from PCGS to emphasize the reverse or would they do it on their own volition?

Generally request but sometimes they will on their own with toners. Somethings like ATB/State Quarters and some commemorates the reverse up front is the standard way to do it.

That is the clearest photo of the reverse to capture the details of the reverse. This coin basically glows in the dark.
