It looks like glue or some other type of substance on the coin.

I would give it an acetone bath first to see if it can be removed. Using a toothpick to try and remove any glue residue may help, as well.

Your first clue would be the condition of the devices under the area in question, all are crisp and undisturbed, the stain shows clearly to the left side of the Baby's face and curving around below it.

Kind of reminds me of a Quarter bust.Just spotted the full image on the coin, but seeing both sides would be helpful to see if it is struck onto the coin, pressed into the coin or as mention glue on the coin?
