If the plating is removed, then it is damaged. Or it could be something on the coin if raised. Either way it is face value.

It appears that the copper layer has been worn through.
As time goes by, I think you will see MOST of the post copper cents still in circulation will begin to look like this. I find some recent cents very corroded. It really hurts to see the Lincoln Cent reduced to this fate.

I have a question about the process, is the planchet copper plated before, or after it is struck ?
