That's not a Doubled Die. It's actually Die Deterioration Doubling, caused by a worn die issue from striking so many planchets. They call it the "Poor Man's Doubled Die", because it was meant to be a replacement for those who couldn't afford the ultra rare 1955 DDO.

If it were a doubled die, the other devices next to it would also be affected in a similar way:
