There are several causes for flat looking devices on coins:
1. Circualtion flattening damaging the devices. This is caused from damage to the coin during an event.

2. Circulation wear from being out in the wild for years. coin wear wears the devices flat and the rims as the coin is circulated.

Note rims are full.
3. Grease Fill on the die. This prevents the devices from reaching the bottom of the die. (tops of the tapered devices on the coin) This is caused by the striking process.
