Copper Dime? 1983? Help Me Figure This One Out..

So I found this dime that I believe is 1983 or maybe 1982 and is copper? No idea if that's even possible and I honestly have no idea about coins or errors and such. Can you guys help me out with this?

@DP, first welcome to CCF. Second, as the weight is in tolerance, I would soon believe that this dime has been exposed to an environment or chemical which cause surface discoloration. If it had been underweight and had significant parts of the design missing, then it might have been struck with missing cladding. As noted, could be chemical or environmental exposure, or perhaps even plating, but it's definitely not copper.
