DDD or DDO? easily seen with naked eye...also notice the doubling going up the nose towards forehead

I agree. That was my thought also. Why it can't be a doubled die is this; the DDO and DDR doubled dies are on the central areas of the coins. Earlobe and none on the reverse side for this State:
