The color is most likely environmental toning. Can you post a clear closeup of the Second t in question?

@LB, first welcome to CCF. Second, I agree with@fuzzy that your coin has been toned by environmental exposure. With regard to the T in STATES, it is hard to tell from your pic. When I rotate, enlarge, and enhance it, it is too pixelated to figure out what you've got. Maybe just damage? A better pic would definitely help.
