@bigred72, first welcome to CCF. Second, I see what you are talking about on the fasces. Unfortunately, this is not a mint error but rather damage caused someone scratching this area with a sharp object like a pin. Perhaps at first they were hoping to improve the coin by tracing the lines between the rods?
