Hard to say by those pics, but below the IN looks like a lamination, but under the WE looks like damage as it is damaged on the exact area on the reverse Rim as well.It'll help to see the clear image of the Rim with the coin out of the dansco

It is all a lamination flaw.  It runs across Abe's head between the letters. I like it.

 Looking at your very last pic,there is another indication of the lamination peel/crack in between the D and W, I agree with spruett, it's a keeper

Although not a big error, but an educational piece. From your coin you can see where the peeling of the lamination show ghost images of the devices affected. A sure sign of a lamination peel.
