1982 Lincoln has a lot of specs as if is splattered on.

Not an error.
Didn't happen during the striking of the coin.
Looks like environmental damage.

Looks like a plating issue,contaminants between the zinc core and copper plating. Just an FYI: it is a small date.

but also can be a botched attempt at cleaning this coin .

Actually it is an example of the coin planchet having been plated over zinc dust before it was struck. They found out that the planchets needed to be rinsed better before plating. No premium. Spendable
