I assume your talking about the bar under the L? To me it looks like more of a lamination issue or some type of Die Deterioration. I'm no expert, but that's what I think it is.

CH27..I know what are you talking about but look closely it does have a vertical bar on "L" and middle serif of "E" has a bar. Under "I" have a very light bar too.

I see what your talking about. The E is convincing me you might have one. Hopefully someone else will come through. Happy hunting!

Edit: still think that under the L might be a laminate issue.
