I think it's a typical weak strike and not wear. I'd guess MS63 as well.

Well, I guess this is going to be a looooong learning curve for me. I see lots of wear on the obverse hair and reverse on the wing feathers, that is normal? Not trying to down-grade the coin, I like it, just trying to understand. I like the coin, would be happy to have it, as long as it's not cleaned... LOL

The 21 was made to be struck in high relief that requires a lot of coin press pressure to force metal into the high points. The added pressure caused the dies to wear. The pressure was turned down and the high points of the hair above ear and eagle feathers have a loss of detail on the majority of the 21's. The OP coin has an above average detail in the hair and eagle feathers. Sometimes it can be hard to tell the difference between wear and strike from photo and the coin may need to be viewed in hand under magnification. My guess is the coin has no wear and is MS.

I'll keep this more as a cliff notes version, but lack of detail doesn't automatically equal wear. Look at the whole coin first then focus on things. The single best thing to help out would be look into strike qualities of what you are interested in. 21 Peace dollars like this if you can find basically complete hair be prepared for moon money. There's a lot more to grading than just saying this looks flat so it must be wear
