Does such a thing really exist? One is being offered from a dealer, but with just one picture of the reverse and little info on it. Makes me wonder. I can not seem to find any info online about such a coin. The seller says it is from "March, 1991 Bowers and Merena sale, lot 440" and a PF-62.

Gotta take things from Breen with a grain of salt. NGC seems to have bought into it a little more than PCGS just from population reports, but I believe there is some disagreements surrounding some.
"branch mint proof" seems to be a euphemism for "proof-like", and I have no idea if there is any technical, accepted definition of what that means, other than "it looks like a proof". PCGS does PL for 1898 Morgans so I wonder what their criteria is that the half dollars fail at.

As of now PCGS doesn't do PL for most US coins. Morgans are the exception, some gold coins that were part of big finds were eligible but the majority of US coins they just won't.
That is something they are reconsidering with the new regime.
