Grade would be VF-25 or 30. The scrape through the eagle's head would probably dictate a "damaged" flag from any TPG. The reverse surfaces especially have a dark and rough appearance suggesting some kind of environmental damage.
If you are considering a purchase this could be an opportunity to pick up a well-detailed key date coin at a substantial discount.

I call this a "lawnmower" coin 'cause it looks like it got damaged by a lawnmower blade.

The scape on the eagle really hurts it. The dark toning helps to hide it, though.

The coin is about as close to XF as you can get as there is a lot of meat still on the bone. So, in my opinion I'd give it "VF35 details -damaged".

Value? Somewhere around $1200/1400 in my opinion.

I don't see anything from these pictures that would mandate an ED designation. In fact, it looks completely original to my eye. And further, with such a rare issue, I highly doubt those railroad tracks on the reverse would trigger a details grade. I've seen worse railroad tracks on Seated dollars that encompass a greater surface area with CAC approval. Though I strongly disagreed that those coins deserved a green bean.

Its probably a coin flip whether they detail grade it or not. I say VF30.
Rest in Peace

(High) VF details (scraped). ED or not, just can't see a straight grade with that gouge.

I guess this is a grading standard for key dates. Leeway.
