The "Scimitar" is actually in an oval-shaped counterstamp, with either Arabic or Sassanian script inside; I can't tell if it's an actual counterstamp, or just part of the design that's been made to look like a counterstamp.

The "man with skirt" is definitely Kushan-inspired, and I think I cna make out a horse-and-rider - or perhaps an elephant-and-rider - on the other side. So I'm going to go for "Kushan imitative" - perhaps from this series from Gandhara.

I'm sure the expert in coinage of this region and period will be along to comment.

Thank you for the identification Kushanshah. Given that it came with an Azes ii Drachm I would hope for the ancient imitation option.
