2003 D Roosevelt Dime, Head Scratcher Of Possible Error.

So I have a couple of dimes with this type of weird anomies to it, when looking at this one in particular it looks like they're is a design in the field of the coin that's difficult to see in the pictures, could just be metal from the die if it had broken maybe? looks either like it was a machine malfunction and maybe the planchet got stuck or idk too much too much about the collars within the minting process but maybe the collar blew out or die broke. other one I have has a clipped area on it but I think that ones a '96P dime. And it has the same weird melted molten metal the rolls over parts of the rim of the coin like it happened in the process somehow, just boggles my mind on how this could have happened, it's too precise to be a Dryer Coin lol or an under a shoe getting drug on the ground. Any thoughts? Also thank you for taking the time to respond.
