I wouldn't say that this is a DD for a penny. I am not an expert, so please correct me if I'm wrong, but I'm quite sure that there is nothing wrong here, nor some kind of error. I think that from looking at the penny there is lots of scratch and damage to it, so maybe some kind of scratch ended up right near the eye, making it look like there could be an error.

Again, I'm not an expert, so please correct me if I'm wrong.

There are several contact marks on the that area. So I feel it would be enlarged it is were something. Instead it looks pushed back like damage.
