Whats happening here? My first thought was PMD with maybe someone's thumb rubbing back and forth, but then after looking at it, it makes me think more should probably be damaged if that was caused by thumb or whatever... struck thru, but no lettering is missing..

There were some issue with some of the reverse dies that year. But on your coin it looks like a Struck Through Grease issue. Not a big thing though. If it were to block about 80% of the coins devices, then it would be a keeper.
