Unfortunately it looks like a zinc LMC that has been scraped against something.

My bad, it's not a LMC it is a shield cent, but it is still not an error coin.

@alero, the copper plating was recently ground off exposing the bright zinc core underneath. Over time, the zinc will deteriorate and corrode. This coin is a spender.

Since these features (and others like the Lincoln Memorial) are raised above the surface of the coin, they can be worn enough to remove the thin layer of plating but not so much that they are worn flat. That is what you have here. While I would never recommend destroying money, this would be pretty simple to duplicate if you rubbed a cent on the sidewalk. Unless you were buried by all of this snow and then you'll have to wait until things thaw a little.
