I received a brand new Loomis roll of 2018 pennies. One penny, in particular, has multiple problems, like scratches, rim Cuds, obvious Machine Doubling, but also doubling that looks different from the MD. I'm hoping someone can school me on what happened to make things like "liberty" look different than the "2018". even Lincoln has MD. The back is the same way, with "Pluribus" looking different than everything else. I want to say it might be a double die, but this coin is a hot mess. Thank you for your help!

You are correct. It is Machine Doubling. The reverse is showing a bit of Grease Fill on the upper letters. But sometimes it is not a Struck Through Grease issue, but a lack of metal movement on the reverse. Very common on Memorial cents and shield cents as well. Neither is a premium for them. Just a distraction. On the shield cents watch for enlargement of the devices. Some remind me of an over inflated bicycle tube.

They start looking like these, that is what your looking for. The devices are distorted from hub doubling.

So on the new pennies double dies just look thick? There isn't any separation between the engravings, it's basically just a line? Sorry, I see what you're saying, but I want to make sure I really understand. In Pluirbus it doubled up instead of next to, so MD can happen in any direction. I'm struggling with "Liberty". When I see the much thicker print like that, it's Machine Doubling, if it's a thick solid print with a defining line it's a double die, is that right? so this liberty is md. It just happens to be more dramatic than other parts of the coin. I appreciate your patience, I don't know why my brain can't seperate it yet.

To confuse even more (your getting it though) When you mentioned the EPU. On the shield cent that area is incuse now. Not raised. When when something is struck into incuse, those devices are raised on the die and make an incuse device on the coin. So when Machine Doubling happens on these incuse devices, a doubled die is reduced in size on them.
Here is a machine doubled EPU

Here is a normal set and a doubled die:

How do I know that is what happens? The raised devices on this coin are all showing enlarged devices.

Hope this covers your questions, if not ask again.

On the ATB Quarters the devices on the outside ring on the reverses have incuse devices in that ring area. About 70% of these have Machine Doubling slight or strong, but as with other machine doubled coins, they don't warrant a premium. People may sell them, but they are not doubled dies.

Got it, new pennies react differently, so it's actually easier to tell the difference since a double die on the shield is easier, and regular areas are thicker
