That's kinda weird because, now that you mention it, I can clearly see the "S" on the reverse.

Since the S is there, maybe the year was a tossup for them between 1923 and 1928?

They should have marked the label with some hints.

Maybe you can give them a call for clarification on the decision. I don't know if that is really an option but it's worth a shot to try. Plus you paid them money for a clear grading so that should afford you some level of customer service from a reputable company.

Wait... it says "1928" AND "Illegible Date." huh?

I'd call them for clarification. I think someone made a boo-boo.

Called them...basically because it's not an official grade they can put whatever number they want on there (in this case 1928).
They believe the coin failed because they were not able to read the last digit. They could provide no further information besides that it was up to the discretion of the grader.

I think that thing that looks like an "S" is too close to the tail to be a mint mark. My guess is they also felt it was a 1928, but the illegible date notation was because they couldn't determine whether it was a 1928-P or 1928-S.
