I was going through my new old can of steel pennies. I found this silver colored one. It looks very much like a steel penny only it did NOT pass the magnet test. I am not sure what it is made of. Any suggestions?

It was a common science experiment in high school back in the day to plate copper cents with a variety of metals. I've heard mentioned on this Forum that they even used mercury to plate them sometimes.

It is made from copper, but the surface has been coated, painted, or plated in some way.

Probably an attempt to add zinc onto a copper cent. Youtube has videos about this.

It looks to me as though the F is not a normal shape and some letters on the top are missing.

The color is suggestive of a zinc coating to me, rather than paint, which would show some evidence of rubbing off in places.
