please also look at the date. 3 is kind of doubling. I am so confused with Die Deterioration with the true double die.

There are several things going on with this coin. Machine Doubling is present. The LIB is weakened from over polishing making those devices smaller and less affected by the MD. And the bust looks more pushed that the other devices so Machine Doubling was altering more in the center of the die. Probably evidence of the MD also on the reverse.
