That is die wear on the date. When the devices move to the closest rim, it is die wear. You can see it also on the'L on LIBERTY and on the tops of the motto as well. Just a steel cent that has damage on it.

The 4 on the date... looks like a Grease Filled Die. I have a lot of those in various stages. I do progression lots with them.
