Because the coin still has some luster, my guess is that the coin Is a " Struck Through Grease" error. Some grease got between the coin and die when striking, and those details weren't struck into the coin. Could you also post a picture of the other side of the coin?
Looks more like the coin was sanded or polished a bit. They stayed away from the rim area, trying to turn a normal coin into a so called coin error. Realized it wasn't convincing enough and just spent the coin.
