Looks painted or plated but it also looks like there's a possibility of two major die bearks or " Cuds" on the reverse. They may be foreign matter too or some of what made it silver colored on the surface. and -----------  to CCF Somebody will come along & know if there is a Cud known like that for this year and mint Wheat cent.

Welcome. I would give it a good soaking it acetone. It may remove what ever it was painted with. Do not rub it. Air dry.

I agree with it being painted or plated, however the reverse looks more like solder or another foreign substance.....not Cuds.

 Most likely, the coin was plated and the two protrusions on the reverse appear to be solder. For what purpose, I don't know. A soak in acetone may help, especially if it is painted. It won't hurt, in any case.

 to CCF. If you use Acetone,use 100% pure not standard nail polish remover. It should remove the paint. Weighing it will tell you if it is solder on the coin. John1

 Appears to be an attempt to make some sort of jewlery out of that coin.

All was already said about your Lincoln Cent . May I add , the coin without that plating was in nice condition . EF-40 .

Thank you all! I will try the acetone and see what happens. I don't know why someone would plate and/or solder the coin unless it was some kind of science experiment. #128542; I do intend to get a scale as well. Thank you everyone for the insight!

I agree it's solder and plating for jewelry. They picked a semi-key date in nice condition, too. Probably an amateur example, maybe it was never finished or just a failed experiment at jewelry-making. Lots of coins have been lost this way.
