Am I remembering correctly that PCI used a red label for "problem" coins?

Is the slab that scuffed on the front?

If so, either buff that slab or.....drumroll.....send this S VDB for conservation and grading. Nothing but UP side in this coin.

PCI grades are all over the map, so I will guess the "true" grade is XF details, cleaned and/or environmental damage.

Interesting, thanks for the feedback. Yes, the left half of the front plastic is hazy much like older car headlight covers. This is one of 10-digit green labels which I understand are the most conservatively graded of PCI slabs. I gather there are no PCI cert number databases online. To my eye the coin's reverse is the better of the two sides, AU-50, with the obverse dragging it down some. EF-45 would be my net grade.
