This looks like damage from the crimping machine that put the coins in cellophane. Anyone have experience with this and can verify that? 1963 Lincoln Memorial cent proof - rim damage

So is this a mint error? It happened "at" the mint, before it "left" the mint and not "post" ( PMD) the mint!

No it is a packaging error, and even though it happened at the Mint it is still Post Strike Damage. It's just in this case you know for sure where and when the damage happened.

Depends. If you are an error collector, they might like it. But if you were a coin collector, it would be undesired. But in a set the error collector might be interested.

I agree with Coop. It's a mint-produced error and would be somewhat collectible as it's neat-looking as well. Guessing about $5-10 on ebay for this one which is well above what the coin itself is worth. But for now we shall not know as this one is going in my collection because I am in the camp that this is kinda cool.
