It appears to big for a Die Crack, and too thick for a delamination.
One thing comes to mind.
Silver solder.

I am guessing one is collectable and the other being solder is not? Thanks it is a start...

Altered or applied after strike. Unsure if its glued on or soldered on. Maybe someone playing around testing there soldering skills. Maybe an attempt at a piece of jewelry or button. The creators intent is currently unknown by me. If it weights a little extra, would suggest it was added after strike. Thanks, Doug.

To CCF! Not a real error coin. Just a damaged and altered coin. It's Post Strike Damage ( PSD). You can safely spend this one.
Errers and Varietys.

I am leaning towards the jewelry scenario, looks like where a safety pin was attached.

I could never offer my wife a pin or broach made out of a clad dime...haha No wonder it doesn't exist in this form any longer.

It may have been a birth year or a graduation year? Spendable. Probably won't work in a vending machine.
