Try a toothpick under the bust. That might be grease. Take before and after images if it is grease. I can always use more images of grease on an the rim of a coin. Just make one or two marks to show it moves.
I'd like to see a close up of the 'TED STATES' area up close. It looks like the coin was damaged on the area we are looking at. Note how the reverse is pushed out on this area?
