Your coin is a Post Mint Damage, it looks like it could be a parking lot coin, but whatever the cause , it was damaged after it left the mint.

I thought that but why would there still be inscription and lettering under where it's receding

To CCF! Just a heavily damaged coin with Post Strike Damage ( PSD). No errors here sorry. Value is 5 cents if you can get someone to take it.

It is hard to obliterate all traces of the inscription.

Elongated (pressed) coins are squeezed through a roller and you can still see traces of the underlying coin.
