From the US Mint:

As a special bonus, each 2019 proof set is shipped along with a separately packaged proof Lincoln Penny with the "W" mint mark of the West Point Mint—the first of a series of three pennies that will only be released this year! You won't want to miss this one. Mark your calendars now!

Reason? To sell more products to an already well-saturated and soaked collector base.

The other Two Cents will be proof coins struck on portable presses in the back of tractor trailers parked in the parking lots of the Carson City and New Orleans mint museums. They each will have enough "CC" and "O" mint marked dies on hand to strike millions of coins. /s

Don't be sorry. All the mint did was take a page from any business marketing text book.

When sales are weak you give end users something that makes them feel good about buying your product. In this case it's a 2019 -W proof cent!

It makes me wanna buy a couple of sets! Marketing strategies like this work!
