Pictured is a 1986-D with what appears to be doubling on the mint mark (lower right of the mark). Potential doubling on the outside left of the monument, and this odd nub left of the "FG"
The issue was with the strike. The plating was split perhaps from a strong strike. Exposing the zinc under the plating. Not a keeper. Time is not a friend to these coins. Spendable.
Yes, deterioration of the zinc core and cause the copper plating to bulge (as it has near the mintmark on your coin). However, there are other causes of "warts" as well. One example would be linear plating bubbles.
