Could you remove the coin from the holder? Take clearer photos. Post the clearer photos. Please.

 to CCF. Better pics would help,but as of now it looks like like post strike damage to me. Someone filed/sanded it on purpose. John1

@PSD, first welcome to CCF. Second, I agree with @john1 that it looks like someone sanded off one of the sides, but clearer pics (e.g. out of the plastic holder), would help to confirm.

 To the CCF I agree that it appears to have been filed/ground down. The fact that there is only a rim on one side is evidence of that although better photos would help.

Missing rim. If the reverse has a rim, the obverse would also have a rim. So as mentioned, it was sanded down on the obverse. Probably trying to make it look like a weak strike. But what was left, would not be a weak strike. The wrong devices are present.

Trying to make a coin to sell as a mint error, when it really isn't a mint error. ebay sale to the rubes. We often see all kinds of stuff here and figure out for those who find them in circulation because when they realize that they have not created an error coin. What do they do with it? Spend it. If it were really a real mint error, it probably would have been snagged when the roll was opened. Not years later in circulation.

I hope you didn't pay too much to "snag" it! It has post mint damage and is no longer worth even face value.
