I can see the last digit 6 was a 0 or vise versa but would this be an over date punch error or an rpm or something else?

Over dates stopped a long time ago and RPM's stopped in 1990. Your coin looks like DDD,which is a worn die.

@IOM, a deteriorated die may be a factor with this dime, but the letter D and number 9 look like they have sustained a little bit of damage. This may be misleading you.

The 6 looks like an upside 9 or the two 9 are an upside six, may this be what's causing the rpm visual effect.?
