Well it is not an EDS. closer to a LMDS (Late-Mid-Die-State) Here is an EDS example:  When they get to the LDS and later examples, the lower loop is missing. Note coppercoins note about value on them when the tail of the '3' is missing: http://www.coppercoins.com/lincoln/...ie_state=mds
