This one is a gift from a friend of mine that was at the Buena Park Coin show today. He knew this was one I needed for my collection so he picked it up for me. I believe it is an early die stage because the tail of the 3 still shows. Thanks for taking a look!

Well it is not an EDS. closer to a LMDS (Late-Mid-Die-State) Here is an EDS example:
1963/3-D-LMC--DDO-FS-101-LMDS
When they get to the LDS and later examples, the lower loop is missing.
Note coppercoins note about value on them when the tail of the '3' is missing:
