The date was added to the die separately before 1909, similar to mintmarks. So having the date and the design doubled, in the same way, would indicate that it is not a die variety.
I believe the proper term for this doubling is Longacre doubling, correct me if I'm wrong.
First off, there most definitely was Machine Doubling in the mid 1800. Secondly, I read a thread on CT which seems to suggest that this type of doubling is like Longacre doubling which appears on the Indian Head cent. So I would say that your coin is not machine doubled, but not a true doubled die. Technically it would be an RPD if it were.
