The doubled dies on the States and ATB Quarters are on the central area of the obverse and reverses of these coins. I can only think of one of the States OBV dies that is a DDO that is not on the earlobes. It is a 1999-S Poof Quarter that is on the outer devices.
1999-S 25c WDDO-01:



PENN Proof. All the other examples I've seen so far on these quarters are only affecting the ears. Why is this die different. The normal single squeeze process that creates a doubled die on these obverse die quarters are class 9 DDO. They start off with the hub not in the correct alignment, then snaps into the correct alignment, causing a doubled die on the earlobe areas. But on this die, the hubbing was probably started and they realized something was not correct. Then back out and started again. )which should not happen) This mad a doubled die because of the double hub process. So far this is the only one I know of so far.
