It must be the zinc that's normally under the usual copper plating. Someone might have stripped it off deliberately.

The dark areas on the obverse might be the remainder of the copper.

It's called zinc rot and damage. It's Post Strike Damage ( PSD). Not an error. It's a spender.

Yes someone has stripped off the copper plating. Neat to see what is underneath, but that zinc will now start to disintegrate pretty quickly.
