That's Post Strike Damage ( PSD). That happened after the coin was struck.
Errers and Varietys.

Definitely from the sealing machine, I have seen this on many coins in Mint sets.

 we see these posted from time-to-time. It helps better define the technical difference between PMD and PSD.

Very interesting coin to learn from. I had seen similar markings on coins in mint sests without the obverse gouge and had assumed it was some kind of damage. Thank y'all for reminding me of PSD vs PMD I forgot PSD was a thing haha. This would fall under PSD for sure.

But the "New School" description of Post Mint Damage tends to confuse people and you start getting claims that "If the damage happened in the Mint then it is still a "Mint Error". And you get people who want to know how you can tell if the damage occurred before or after it left the Mint. That is why Post Strike Damage is better. It is less confusing. Anything that happens after the coin was struck is just damage.
