Any ideas as to what this is. It appears to be a round die break in the center of the obverse on Washington's ear lobe.

Looks like someone moved the metal of the ear inwards to create what you are seeing. Not a mint error. PSD. Damaged

The reverse. There are a few contact marks on Washington's portrait. The coin was in a bank roll of 2019-P Lowell Massachusetts quarters.

I found six lowell quarters identical to the above photos, any new comments.

I also have one that looks like this. Came in a brand new roll from BOA. If more of my terrible pictures are wanted let me know.

Article on 'die rings' appeared in June 24, 2019 in "coin world." Written by Mike Diamond. Apparently others are being found.

Actually, my original conclusions were wrong. Based on new evidence (which will come out in next week's issue of Coin World), this raised "donut" proved to be a peculiar die chip.

Enjoyed your article. Too symmetrical to be a die-chip/small die break? Mr Wexler posted an article on a mysterious die ring on a 2004-P LMC. (Unidentified fascinating object) located on the reverse in the center. I obtained one in my spare change a few months back and it appears to be of the same size as the Lowell, MA. Quarter. Any additional thoughts?

The donut was preceded by a circular die crack (which I initially interpreted as a die ring from the photos). Both the die crack and the donut were struck by the same die. Therefore, the donut cannot be a die ring but must be a die chip.
