1996 LWC DDO On The Date?

This one is tough for me to figure out.

There seems to be a little thickening on the top curves of the 9's and I think I can see a line on the second 9 and running down the 6 from the top, as well as on the bottom of the curve at about 4 o'clock.

Or maybe not.

Do any more experienced eyes see this as well?
