1984 D LMC - Plating Error? Could This Have Come From The Mint Like This?

Hello all,

I know the Zinc cents are poor coins quality wise because of the problems with zinc and all that, and were especially bad when they first came out, but I'm not sure whether this could have come from the mint like this.

I don't see any indications of brush marks or abrasions on the largest spot. I think those vertical ripples are from the planchet.

On the edge of the coin that Lincoln faces, there is a smaller bare spot with again no signs of any brush marks. It also has a very small flat spot as well on the rim at this point (sorry for the quality of that edge on photo).
