It's Post Strike Damage ( PSD). There's no way that can happen at the U.S. Mint. It's now only worth Silver melt value, since it's a cull coin.

Clips can only be straight or semi circular.
Just damage, probably intentional. PMD

Hard to tell without seeing the whole coin, but it could be from a jewelry mount, perhaps something large like a belt buckle?

That might explain the symmetry.

Wire cutters will make a mark just like that. Pretty much a melt value coin now.
