Blank Planchet For Canada 1 Cent 1982-1996?

This copper looking planchet (also not magnetic) is round and has rims. It weighs 2.50 grams and has a diameter of 18.6 millimeters.

I am not familiar with the minting process for this type. The finished product is 12 sided and has a diameter of 19.1 millimeters according the Charlton.

Do they start with round planchets that after being struck end up 12 side with a slightly larger diameter?

the collar is 12 sided, for the years you indicate, the blank was round, and forced into a 12 sided collar, which, was not conducive to the copper plating, that is why in 2003 the went back to the round collar..

Why are you so sure it's a Canadian planchet?
Billions of post-'82 US penny planchet also fit your description.
Far more likely to be one of these.
Only materials testing can reveal the difference.
"Dipping" is not considered cleaning...
