From 1982 to present LMCs are made from a copper plated zinc planchet. What you are seeing in your example is one where the coin has been damaged, exposing the zinc core.

Probably got trapped somewhere with a lot of vibration and the top layer has been "sanded" off.

To CCF! I agree that it's simply a damaged coin showing Post Strike Damage ( PSD). Value is only 1 cent unfortunately.

The plating is 8 microns. For comparision, human hair runs from 17 to 180 microns...

So the plating is very thin and easily damaged

All it would take is a zinc plated cent on a sidewalk and a foot sliding it around with some weight on it, and the coin would be altered.
