Looks like a Littleton or similar job. I have a couple of $2s that they colorized to go along with the ATB Quarters. I paid face + shipping and I'd probably do the same for this one, if I were inclined to purchase. They're kinda cool, I suppose, the way that the colorized quarters are cool.

I don't understand the Bicentennial reference but what the heck, if you like it that's all that matters.

ha... I had just assumed that it was a colorized series 1976, but after closer inspection, it appears to be a 2003A.
